Canada’s Federal immigration program, i.e. Express Entry System is based on a point system called Comprehensive Ranking System (CRS). This system allocates the points to applicants based on six selection factors, i.e.

Recently, Ontario Immigrant Nominee Program (OINP) - the popular PNP of Ontario province of Canada has announced that it will invite the applicants with CRS score below 400 points under its Express Entry- Human Capital Priorities Stream.
As the title suggests, this OINP stream is aligned with federal express entry system. It allows the Ontario to select and notify the applicants in Express Entry pool, who meet the criteria of the stream.
If you have received the notification of interest from Ontario in your express entry account, you can apply in its OINP- Express Entry- HCP stream.
If you apply and get selected for provincial nomination, you will become eligible to get additional 600 CRS points in express entry system. Such huge additional CRS points will help you obtain the ITA (Invitation to Apply) for Canadian permanent residency from IRCC in quick time.
Once you get the invitation, you need to submit the complete Canada PR Application and follow the rest of the process as any other express entry candidate who get the ITA.
The other Provincial Nominee Programs of Canada also accept the applicants with low CRS score, i.e. Saskatchewan Immigrant Nominee Program (SINP), Alberta Immigrant Nominee Program (AINP), Nova Scotia Nominee Program (NSNP), etc.
