Immigration To Quebec Likely TO Reach 52,500 Mark by 2022

On 7th June 2019, the Quebec government has proposed a new three-year plan and is expected to mark immigration levels of up to 52,500 by the end of the year 2022.

This proposal was introduced on Friday and the public hearings on immigration are expected to begin on 12th August.

Rise in the Numbers

This 3-year plan would target to grow the number of new immigrants coming to Quebec up to 10,500 in comparison to this year s figures, i.e. 42,000. Chances are bright enough to match up with the past immigration figures which were 53,084, 52,388 and 51,118 between 2015 and 2018, respectively. The said figures were achieved before Quebec s new Coalition Avenir Québec (CAQ) government was elected in October 2018.

 

CAQ also Announced a Temporary fall in Immigration Levels

Lately, in the last year, CAQ has introduced a reduction to its immigration levels on a temporary basis to address the issues of new immigrants who encounter problems in a province with the majority of French-speaking population.

On Friday s published proposal, the province’s Immigration Ministry (MIDI) has announced that reduction is necessary to restructure the integration programs and services in the province.

As per MIDI, these reforms are here to stay, while the policies and programs may get a revision in order to achieve the set goals. Adding to this, MIDI stated that, “For this reason, we envision a gradual increase in the order of 3,000 to 4,000 new admissions per year [between 2020 and 2022] in order to allow both state and civil society actors to provide all immigrants to the province with the tools they need to successfully integrate into Quebec society. The government is aiming to achieve an immigration level of between 49,500 and 52,500 by 2022."

MIDI said, that out of the said number, 65% would get selected via Quebec’s economic-class immigration programs, which is nearly 59% in 2019.

A glance at other proposals mentioned in the new document:

  1. Favoring foreign nationals and workers who have an educational a degree from Québec and meet the labour market needs of the province and living in Quebec with a temporary resident status
  2. Favoring skilled applicants who have a valid job offer and in-demand training and perfectly match Quebec s short-term labour market needs;
  3. Quick arrival procedure for economic-class immigrants to meet the labour market needs of Quebec;
  4. Supporting employers efforts in all the regions of the province to hire temporary workers from foreign countries by reducing delays before they arrive and to facilitate processes in order to meet short-term workforce needs of Quebec;
  5. Encouraging immigrant selection who understands the democratic values of Quebec and the values of the Charter of Human Rights and Freedoms of Quebec;
  6. Increasing the total number of adult immigrants who are proficient in speaking French by expanding their access to French language training institutes managed by government;
  7. Promoting the permanent immigration of young migrants to tackle with the aging and population declining issues of the province.
