The IRCC opened another Express Entry draw of 2021 on January 7, 2020, and invited a total of 4,750 CEC candidates. All the individuals who received their ITAs (Invitation to Apply) in this program-specific invitation round are now eligible to apply for Canadian permanent residence.
Similar to the last EE draw held on 6th January, this is also a program-specific draw where the IRCC invited only Canadian Experience Class candidates with a minimum cut-off score requirement of only 461 points.

The Immigration Refugees and Citizenship Canada also implemented a tie break rule in this draw and candidates had to have submitted their EE profiles before September 12, 2020, at 20:46:32 UTC. This clearly means that all those who have scored 461 points or above and entered their EE profile before the said date and time had received their ITAs.
Canada's Express Entry system is the key source of welcoming skilled foreign nationals.
